Roberta Vargas de Moraes

Legal & Policy Analyst

Roberta is a Legal and Policy Analyst at the Institute on Ethics & Policy for Innovation (IEPI). She examines R&D and innovation in global health, intellectual property and technology transfer, access to health technologies, and data sharing in global health.

Roberta’s professional background includes engagement in aspects of global health policy and diplomacy, particularly with regards to the interface between intellectual property and access to health technologies. She is proud to be part of IEPI’s multidisciplinary team and strives to address challenges that hinder access to life-saving technologies where they are most needed.

For many years, she has worked as a lawyer and as a consultant for the private sector in Brazil. She has also worked for the World Health Organization (WHO) and for the public sector, at the Ministry of Health of Brazil and at the Permanent Mission of Brazil to the United Nations (UN).

While working in the public sector, she has served as the focal point for WHO consultations and has also participated in several meetings and negotiations in the fields of intellectual property and global health.

Roberta holds a Master of Laws in Intellectual Property Law and Knowledge Management from Maastricht University in the Netherlands, a Master of Laws in Contract and Commercial Law from the University of Helsinki, and a Bachelor of Laws from Centro Universitário Ritter dos Reis in Brazil.
